NHS Place directors
Place Committees are being developed for each of the six places in our region to enable increased autonomy and delegation of local decision-making to a formal joint committee. The six places in our region are Hull, East Riding of Yorkshire, North East Lincolnshire, North Lincolnshire, North Yorkshire and York.
It is anticipated that these place committees will receive delegated duties and resources from the ICB to make decisions about resourcing and services. They will also undertake joint decision-making at a Place level with Local Authority, VCSE and other bodies to improve local services and outcomes, using evidence such as practice/ward level population profiles.
A core member of each of these Place Committees will be an NHS Place Director appointed to the ICB. These will be responsible for championing ICS strategies, policies and ambitions, managing staff locally in accordance with ICB policies and will also have delegated financial responsibilities.
Simon Cox, East Riding of Yorkshire Place Director
Simon has a number of years’ experience of working in senior roles across Humber and North Yorkshire. Most recently, Simon was Managing Director for Humber and North Yorkshire Cancer Alliance. Prior to this he has the held roles of Executive Director for East Coast Service Review, Director of Acute Commissioning for NHS North Yorkshire CCG, and Accountable Officer for Scarborough and Ryedale CCG.
Erica Daley, Hull Place Director
Erica started her career as a nurse in learning disabilities followed by a variety of senior clinical and managerial posts over her 40 years’ service in the NHS. She has a breadth of experience of working across health and social care and with other public sector partners, with a particular focus in recent years on commissioning integrated services across Hull. Prior to being appointed NHS Place Director, Erica held the position of Interim Chief Operating Officer for NHS Hull Clinical Commissioning Group.
Helen Kenyon, North East Lincolnshire Place Director
Helen has worked in the NHS for over 30 years, starting in finance and is a qualified accountant. She has undertaken a number of senior leadership roles across finance, contracting and commissioning, and has worked in North East Lincolnshire since 1999, working closely with North East Lincolnshire Council on the development and continued integration of health and care locally. Prior to becoming NHS Place Director, Helen held the role of Chief Operating Officer for North East Lincolnshire CCG.
Alex Seale, North Lincolnshire Place Director
Alex takes on the role of NHS Place Director for North Lincolnshire having served the area since 2018 as Chief Operating Officer of North Lincolnshire CCG. Prior to this she held the role of Director of Commissioning and Transformation at East Riding of Yorkshire CCG.
Wendy Balmain, North Yorkshire Place Director
Wendy brings extensive experience across health and social care both at a national and local level. She has previously served as Director of Strategy and Integration for North Yorkshire CCG and Director of Transformation and Delivery for NHS Harrogate and Rural District CCG.
Sarah Coltman-Lovell, York Place Director
Sarah has worked in the NHS for 18 years. She initially started through the NHS Graduate Management Training Scheme and throughout her career has built a wealth of leadership experience in the successful delivery of hospital operations, population health commissioning and complex integration. Sarah joined Humber and North Yorkshire Health and Care Partnership in 2019 and has held the roles of Director of Collaborative Acute Commissioning and Director of Strategic Planning. Sarah is also a qualified Executive Coach and advisor to the NIHR’s Policy Research Unit in the Economics of Health Systems and Interface with Social Care.
