Statement regarding services and policies adopted from CCGs
NHS Humber and North Yorkshire Integrated Care Board (ICB) was formally established as part the Health and Care Act 2022 on 1 July 2022. ICBs were established across England on this date to put Integrated Care Systems (ICS) on a statutory footing, empowering partners to work closer together to better join up health and care services, improve population health, reduce health inequalities, enhance productivity and value for money, and help support broader social and economic development.
The formation of the ICB saw the disestablishment of NHS Vale of York CCG, NHS Hull CCG, NHS East Riding of Yorkshire CCG, NHS North Lincolnshire CCG, NHS North East Lincolnshire CCG and NHS North Yorkshire CCG. These individual organisations commissioned services and had established contracts and service specifications in place, and these transferred to NHS Humber and North Yorkshire ICB on 1 July 2022. Whilst some of the contract management and enabling functions have been streamlined upon the establishment of the ICB, the services themselves have not been changed. The services which were commissioned by the CCGs were adopted unchanged by the ICB on the 1 July 2022.
The ICB is now going through a process of reviewing services and commissioning statements and policies, however this will take time and in many cases will require formal consultation for changes. This is also happening at a time where there are significant pressures on the health and care sector. As a result, it is unlikely that significant changes to routine services will take place before spring of 2023 unless there is an urgent or emergent need to do so.
